The European Bank for Reconstruction and Development (EBRD) is planning a loan of €20 million, or approximately 13.12 billion CFA francs, to fund work at the Port of Cotonou. Approval is expected on 18 November 2026, according to information published on the EBRD website and reported by La Nouvelle Tribune.
The programme, whose total cost is estimated at €23 million, or approximately 15.09 billion CFA francs, includes the construction of a complex for the harbour master's office, a recruitment centre and a vocational training centre for dockers. Parking areas are also to be developed to facilitate the movement of lorries within the port grounds.
The financing will also support measures to reduce water and energy consumption and to reuse materials. A technical assistance component will provide support to improve public procurement, governance and financial reporting at the Port of Cotonou, with measures to promote a more inclusive workforce.
A market consultation bringing together companies, consultants and other operators is scheduled for 10 November 2026 by the EBRD and the Port of Cotonou. The project follows several years of redevelopment work undertaken by the Beninese port.
