Cotonou city hall has 18 unsettled municipal contracts, with 439.58 million CFA francs still to be mandated, according to the summary of the 2025 Fadec audit cited by Beninese daily Le Matinal. Some of these commitments date back to 2012.
Of the amount still to be mandated, 399.60 million CFA francs comes from resources of the Communal Development Support Fund (Fadec). Only one partial payment was recorded on these files in 2025, Le Matinal reports. Cotonou mayor Luc Gnacadja reportedly expressed concern over the findings of the evaluation, which was presented to municipal authorities on 20 October.
The audit also recorded a commitment rate of 17.6% of the credits examined and a mandating rate of 29.16%. The latter is below the reference standard of 75% mentioned in the report.
The evaluation comes as the West African Economic and Monetary Union seeks to certify the accounts of public establishments, an initiative published on 26 October.
