Congolese Prime Minister Judith Suminwa Tuluka presented a balanced 2027 draft budget of 56,930 billion Congolese francs, or about $24.8 billion, up 12%. The bill notably provides for security, infrastructure and extending free education to the 7th and 8th years, according to Beto.

The prime minister of the Democratic Republic of Congo, Judith Suminwa Tuluka, presented a 2027 draft budget to the National Assembly on Thursday 29 October, balanced at 56,930 billion Congolese francs, or approximately $24.8 billion. The amount is up by about 12% compared with the 2026 supplementary budget, according to Beto.

The government has placed the finance bill under the theme of the « budget for action and sovereignty ». It provides funding for defence and security, the protection of populations affected by the war in the east, infrastructure, agriculture and basic social services.

In education, the bill provides for consolidating free primary education and extending it to the 7th and 8th years of basic education from the 2027-2028 school year. The funding is also to cover the construction and rehabilitation of schools, the provision of equipment to establishments, teacher training, the remuneration of new recruits and retirements.

The health component includes extending universal health coverage, free childbirth, maternal and neonatal care, and responses to epidemics. The budget also earmarks resources for elections, the census and population identification, as well as a national dialogue devoted to peace, national cohesion and the refoundation of the state.

The presentation came two days after Parliament received the Court of Auditors’ report on the 2025 budget, and on the day the DRC announced that it had achieved 98% of its domestic revenue target in 2025, according to the review of Congolese domestic revenue.
