The DRC mobilised 30,150 billion Congolese francs in domestic revenue in 2025, or 98% of budget forecasts, Finance Minister Doudou Fwamba Likunde said. Overall central government revenue reached only 82.8% of its targets, during the presentation of the draft accounts to the National Assembly, according to Zoom Eco.

The Democratic Republic of the Congo mobilised 30,150 billion Congolese francs in domestic revenue in 2025, or 98% of the 30,647 billion forecast. Finance Minister Doudou Fwamba Likunde presented the figures to the National Assembly on Wednesday 28 October 2026, during its examination of the draft law on the 2025 accounts.

Overall revenue for the central government reached 41,979 billion Congolese francs, against 50,691 billion expected, an execution rate of 82.8% and a shortfall of 8,712 billion, according to figures presented to MPs. Domestic revenue fell short by only 497 billion, while other revenue categories recorded a deficit of 8,215 billion.

The three revenue authorities exceeded their targets: the Directorate General of Customs and Excise achieved 123% of its targets, the Directorate General of Taxes 117%, collecting 9,996 billion against a forecast of 8,524 billion, and the DGRAD 2,655 billion against 2,500 billion expected. Revenue from oil producers reached only 52% of its targets, the minister said.

Doudou Fwamba Likunde described this as the best mobilisation of domestic revenue since 2022, while attributing it to a context marked by the fall of Goma and Bukavu, the loss of revenue in North Kivu and South Kivu, and increased military spending and population displacement. The figures come after Parliament received the Court of Auditors’ report on the 2025 budget on 27 October.
