Juba City Council has issued each revenue collector with a uniform bearing an individual number linked to their name, so residents can verify their identity and report possible abuses. Juba City Council has issued each of its revenue collectors with a uniform bearing an individual identification number so residents can recognise officials and report possible abuses. Juba’s caretaker mayor, Christopher Serafino Wani Swaka, announced the measure at a press conference on Friday 30 October 2026, Eye Radio reports.

The number is linked to each collector’s name and is intended to help the city council identify an official named in a complaint. The measure follows complaints from residents who said they could not distinguish official employees from people posing as tax collectors in markets. The council plans to extend the system to administrative officers.

Christopher Serafino Wani Swaka also announced plans to establish a public relations department and a free call centre where residents can submit complaints and requests for information. The council’s website also provides access to the revenue schedule, annual budget and municipal regulations. The initiative is part of Juba’s municipal revenue reform, as the municipality began digitising revenue collection after reporting financial losses of 50% in an article published on 31 October.
