Juba County caretaker commissioner Kalisto Lado Faustino Wani has banned the display of coffins outside shops and witchcraft practices in the county, according to Local Order No. 12/2026, signed on 27 October. The order provides for an administrative fine of at least 3.5 million South Sudanese pounds, confiscation of property or arrest followed by prosecution for violations.
The order also prohibits vendors from trading in Juba’s streets and on its bridges. Businesses operating in streets and markets must comply with the stipulated standards within one month, or face a minimum fine of 3.5 million South Sudanese pounds. Vendors who breach the rules risk having their goods confiscated or receiving a fine of at least 2.5 million pounds.
Responsibility for enforcing the measures lies with the county executive director, payam directors, legal services, security forces, business operators and the public. The order formalises measures previously announced verbally by Kalisto Lado Faustino Wani, after the county’s call to shut down “Jena Faa” alcohol vendors on 19 October. The commissioner had also pledged neutrality ahead of South Sudan’s elections on 2 October.
