2027 budget rejected: Diomaye Faye faces a constitutional choice

The National Assembly's finance commission rejected Senegal's 2027 budget, leaving President Bassirou Diomaye Faye facing a tight constitutional timetable. No decision has yet been announced, with several options open, according to SeneNews.
The finance commission of Senegal's National Assembly rejected on Saturday 7 November 2026 the 2027 budget bill, leaving President Bassirou Diomaye Faye without an adopted finance text less than five weeks before the deadline set by the Constitution, SeneNews reports. No presidential decision has been announced since the vote.
The timetable is tight: the Assembly has sixty days from the tabling of the bill on 12 October to rule, i.e. around 11 December. The first part of the text, devoted to revenue, had already been rejected in plenary. Beyond the deadline set in article 68 of the Constitution, several specialists believe the budget could be brought into force by decree, which would ensure continuity of the state without a vote by deputies; lawyers also mention the government's accountability being engaged before the Assembly.
The president had positioned himself in advance. At the Council of Ministers on 28 October, he had asked Prime Minister Ahmadou Al Aminou Lo to take "all the appropriate legal provisions and adequate measures" to apply the projects set out in the 2026 amended finance law and in the 2027 budget, placing the continuity of public authorities as an imperative. After the rejection of the amended law, Finance Minister Cheikh Diba had left the next step to the head of state, assuring that he would take the necessary measures.
The rejection of 7 November follows that of the finance commission, which occurred the same day, and extends a series of budget setbacks for the executive, after the presidential request of 28 October to apply the 2026 and 2027 budgets.
