Ugandan Parliament Speaker Jacob Oboth wants to strengthen parliamentary diplomacy with Russia’s State Duma to deepen bilateral relations. The two delegations invited each other to make reciprocal visits on the sidelines of the BRICS Parliamentary Forum in New Delhi, according to Watchdog Uganda.
Uganda’s Parliament Speaker, Jacob Oboth, has proposed strengthening parliamentary diplomacy with the State Duma, the lower house of the Russian Parliament, to consolidate relations between Uganda and Russia. He was speaking on 26 October 2026 in New Delhi, on the sidelines of the 12th BRICS Parliamentary Forum, according to the Ugandan Parliament.
The two delegations invited each other to make reciprocal visits. The Russian delegation announced that the Duma would establish a group of lawmakers dedicated to relations with Uganda, while Alexander Babakov, the chamber’s deputy speaker, took part in the discussions alongside representatives of several Russian parties.
Jacob Oboth said the two Parliaments had experiences to share. Russian representatives said parliamentary exchanges should support the relations established between Presidents Vladimir Putin and Yoweri Museveni.
The initiative comes after Museveni’s efforts to open the Russian market and discussions in Uganda’s Parliament on increasing coffee exports to Russia on 28 October 2026.
