At the Russia-Africa Summit in the Kremlin, Gabonese government vice-president Hermann Immongault advocated a partnership with Moscow focused on technology transfers, digital sovereignty and local processing of raw materials. Libreville notably wants to end raw manganese exports in 2029, according to Gabonclic.
Gabon will ban the export of raw manganese from 1 January 2029, government vice-president Hermann Immongault announced at the Kremlin, according to Gabonclic. Representing Gabonese President Brice Clotaire Oligui Nguema at the 3rd Russia-Africa Summit, he asked Moscow to support the local processing of raw materials through investment and transfers of technical expertise.
The partnership proposed to Russia also covers the development of energy infrastructure, as Gabon estimates its hydroelectric potential at more than 11,000 megawatts. Libreville also wants to co-operate with Moscow on artificial intelligence and new technologies to strengthen its digital sovereignty, according to Gabonclic.
The move extends discussions on Russian investment presented by Gabon on 28 October at the Russia-Africa Summit. It is part of the 2023-2026 Action Plan agreed between Libreville and Moscow, following the summits in Sochi in 2019 and St Petersburg in 2023, according to Gabonclic.
