Senegalese Pastef MP Amadou Ba says 15 projects were removed from the 2026 supplementary finance bill, including the water transfer to Touba, the construction of 35 health centres and housing programmes. At a press conference, he denounced the cuts and recalled that 50 billion CFA francs had been earmarked for the water transfer, according to Seneweb.

Senegalese MP Amadou Ba, a member of the Pastef party, says 15 projects have been removed from the 2026 supplementary finance law. He cited the major water transfer project to Touba, the construction of 35 health centres, the 30,000-home programme and the elimination of temporary shelters at a press conference organised by Pastef parliamentarians on Sunday, Seneweb reports.

Amadou Ba said former Prime Minister Ousmane Sonko had allocated 50 billion CFA francs in payment appropriations to the water transfer project to Touba. According to the MP, these resources were to come from the revenues expected from the Economic and Social Recovery Plan (PRES), to finance investment without resorting to borrowing. He also challenged the budget cuts presented in the 2026 supplementary finance bill.

The MP defended this arrangement while Senegalese Prime Minister Alhaminou Lo said that the PRES had not produced the expected returns. His position comes after debates on the government’s budget choices, set out on 24 October after the rejection of the 2026 supplementary finance bill. It also follows Amadou Ba’s denunciation, on 21 October, of the removal of 555 billion CFA francs in investment in Senegal.
