Madagascar plans to open 19,584 civil service posts in 2027, according to the finance bill presented by the government and reported by L’Express de Madagascar. The health, education, justice, public security and defence sectors will account for 81.51% of the recruitments.

Of the planned posts, 5,290 will replace civil servants permanently leaving the administration: 4,447 retirements and 843 other departures, including through resignation, death or dismissal. After these replacements, the net increase in staff would reach 14,294.

The allocation must take into account the qualifications sought, the ministries’ capacity to accommodate staff and the timetable for graduates leaving training schools. The government says it wants to strengthen teams in remote areas and improve access to public services, while controlling the wage bill and state expenditure.

The recruitments are included in Madagascar’s 2027 budget proposal, which also provides 199 billion ariary for two elections, according to another budget measure announced on 3 November (election funding).
