The new requirements of Notice No. 03/2026 strengthen governance, accountability and internal control obligations for Angolan financial institutions. EY Angola says their implementation requires, in particular, better risk management and increased monitoring of regulatory compliance, according to the firm's analysis.

EY Angola, the consultancy and audit firm operating in Angola, is calling on the country's financial institutions to strengthen their governance, accountability and internal control mechanisms in response to the new requirements of Notice No. 03/2026. The rules place greater emphasis on the responsibility of administrative and oversight bodies and on the effectiveness of risk management systems, according to EY Angola.

Financial institutions are being urged to strengthen compliance with regulatory standards, risk identification and management, and their internal procedures in order to improve transparency and accountability in their activities. EY Angola believes these requirements could lead institutions to review their governance models, internal control systems and monitoring mechanisms.

The firm also stresses the importance of an institutional culture focused on compliance and good corporate governance practices. It presents these new requirements as part of the strengthening of oversight of Angola's financial sector and of confidence among its participants.
