Senegal has launched its National Programme for Urban Renewal and Sovereign Housing, which provides for nearly 3,000 billion CFA francs in investment over 15 years. The scheme will finance new towns and urban restructuring, while requiring approved operators to divide their offering between social, affordable and unrestricted housing, Apanews reports.

Senegal plans to invest nearly 3,000 billion CFA francs over 15 years in housing and urban transformation under the National Programme for Urban Renewal and Sovereign Housing (PNRUHS). Urban Planning, Construction, Territories and Land-Use Planning Minister Moussa Bala Fofana presented the programme in Dakar at the opening of the 2026 International Housing Fair, Apanews reports.

The scheme provides for more than 1,875 billion CFA francs for new towns and 1,100 billion for urban restructuring. Approved property developers will have to allocate half of their offering to social and affordable housing and the other half to unrestricted housing. The government thus aims to develop new housing and employment centres beyond Dakar, a region that accounts for about 46% of national GDP across 0.3% of the country’s territory.

The benchmark price of a 75-square-metre F3 home is to fall from 23.84 million to 19.07 million CFA francs, notably through the mobilisation of public land, tax measures and the use of local materials. A revolving fund of 29.66 billion CFA francs is to finance the restoration of water and electricity networks and access roads on suspended construction sites.

In the short term, the programme provides for 17,650 homes on 14 sites, drawing on a national land reserve estimated at nearly 17,800 hectares. In the Dakar-Thiès-Mbour corridor, development already covers more than 5,600 hectares, while the Thiès New Town project provides for 136,000 homes spread across around 100 eco-districts.

The launch of the PNRUHS follows the announcement on 21 October of 555 billion CFA francs in investments cancelled in Senegal, followed by the presentation on 22 October of the 2027 draft budget, valued at 6,223.1 billion CFA francs.
