Morocco plans to finalise in 2027 the amendment of its organic law on the Finance Law and prepare to implement its new provisions. Organic Law Bill No. 048-25 is to supplement Law No. 130-13, while the relevant texts will be adapted, according to the presentation note for the Finance Bill published by Morocco’s Economy, Finance and Public-sector Performance Ministry.

Morocco plans to complete the reform of Organic Law No. 130-13 on the Finance Law in 2027, notably by adopting Organic Law Bill No. 048-25, which amends and supplements it. The priority is set out in the presentation note for the 2027 Finance Bill published by the Ministry of Economy, Finance and Public-sector Performance.

The timetable also provides for the revision of the legislative and regulatory texts affected by the reform, as well as updates to budgetary and accounting frameworks. The ministry wants to prepare government departments and public establishments to use commitment authorisations and payment appropriations, cross-cutting programmes and new performance-monitoring tools.

Information systems will have to be adapted to the new budgetary framework, and stakeholders’ capacities strengthened. Support for public establishments will take account of their missions and level of organisation, with the aim of aligning their management with that of their supervising ministries, according to the ministerial note.
