Morocco’s draft 2027 budget puts the defence of the country’s sovereignty over the Sahara at the top of the government’s diplomatic agenda, according to the explanatory note for the draft finance bill cited by Le Matin.
The document says the government intends to broaden international support for Morocco’s autonomy plan and promote the kingdom’s bid for a non-permanent seat on the UN Security Council for 2028-2029. The election is scheduled for June 2027. The note also lists 30 general consulates opened in the southern provinces and announces 155 budgeted posts for the Ministry of Foreign Affairs.
The Minister of Economy, Finance and Public Performance referred to Security Council Resolution 2797, adopted on 31 October 2025, which supports the autonomy plan as a basis for negotiations. The 2027 budget also provides for 210 billion dirhams in territorial development spending. These priorities form part of the budget guidelines adopted by Mohammed VI on 17 October.
