The Court of Justice of the Economic Community of West African States (ECOWAS) has asked the Togolese government to inform it of the measures planned to implement its 29 January 2026 judgment on constitutional reform. The court’s acting chief registrar, Dr Ousmane Diallo, made the request to Togo’s justice minister in a letter dated 23 October, according to the Togolese media outlet 27avril.
In its decision, the court found a violation of Article 23 of the African Charter on Democracy, Elections and Governance, as well as of the right to participate in public affairs. It ordered the Togolese authorities to ensure that any future constitutional or institutional reform complied with Togo’s international obligations and the democratic principles enshrined in the charter.
The request comes as an international conference on regional courts, constitutional changes and state sovereignty opens on 29 October at the University of Lomé. It follows the publication on 1 October of details about the ECOWAS judgment on Togo’s reform.
