Togo and Russian organisations have signed two agreements and a memorandum on cooperation in education, health, culture, humanitarian action and human rights. Signed on 27 October 2026 in Moscow under the presidency of Faure Gnassingbé, the commitments include scholarships for Togolese students, according to Togotopnews.

Togo's President of the Council, Faure Gnassingbé, presided over the signing of two cooperation agreements and a memorandum of understanding between Togolese and Russian institutions in Moscow on 27 October 2026, Togotopnews reports. The commitments cover education, health, culture, humanitarian action and human rights. The ceremony was held on the sidelines of the third Russia-Africa Summit and its Economic and Humanitarian Forum.

One agreement with Eurasia, a Russian non-profit organisation, provides for projects in the humanitarian, educational, scientific, cultural and social sectors, including the funding of infrastructure, health, agriculture and food security. Another, concluded with Rossotrudnichestvo, the Russian federal agency for international humanitarian cooperation, provides, among other things, scholarships enabling Togolese students to study at Russian universities.

The memorandum brings together the Human Rights Commissioner of the Russian Federation and Togo's National Human Rights Commission. It provides for the sharing of experience in promoting and protecting fundamental rights and freedoms. Faure Gnassingbé also referred to the creation of Russian Houses in Togo to promote intercultural dialogue.

The agreements were signed during the summit, where Faure Gnassingbé presented Togo's investment priorities on 27 October. They add to a memorandum signed in Lomé on 1 October on cooperation in preventive archaeology and cultural heritage.
