The Movement for Democracy accuses Cape Verde’s government of prioritising party affiliations over merit in public appointments and recruitment. The Independent and Democratic Cape Verdean Union also calls for competence-based governance, while PAICV announces ministerial audits, reports Expresso das Ilhas.
The Movement for Democracy (MpD), Cape Verde’s main opposition party, accused the government of favouring political affiliation over competence in public appointments and recruitment. Its parliamentary group leader, Emanuel Barbosa, made the criticism during a debate on transparency and governance, reports Expresso das Ilhas.
Barbosa also requested explanations about the reallocation of 21,000 contos within the Prime Minister’s Office, of which 18,000 are intended for non-governmental organisations. The allocation is to rise from 8,200 to 26,200 contos. The MP called for details on the beneficiary organisations, the amounts and the selection criteria.
The UCID party also argued that appointments in the administration should be based on experience, skills and objective criteria rather than political trust. Its MP João Santos Luís questioned the government about the criteria used to replace heads of public institutions.
The PAICV, the ruling party, said audits were under way in all ministries as part of the reorganisation of public accounts. It assured that their results would be communicated to the public.
