Togo’s Council of Ministers has adopted a balanced 2027 budget proposal of 2,684.1 billion CFA francs, down 2.5% from the 2,751.5 billion CFA francs planned for 2026, according to Icilomé. The bill provides for 490 billion CFA francs in investment to implement the 2026-2031 Government Roadmap.
The investments are divided between the “Protect” pillar, allocated 227.2 billion CFA francs, the “Transform” pillar, with 143.5 billion CFA francs, and the “Bring together” pillar, which receives 97 billion CFA francs. Cross-cutting programmes will receive 22.4 billion CFA francs, according to Icilomé.
The government intends to focus the funds on security, social cohesion, access to basic social services, agriculture, industrialisation, infrastructure and job creation. It also plans to strengthen revenue mobilisation, public spending efficiency, digitalisation and project monitoring, according to the finance bill cited by Icilomé.
The 2027 proposal follows the downward revision of the 2026 budget, reduced to 2,744.2 billion CFA francs on 23 October. This revision of the 2026 budget preceded the new framework presented for the following financial year.
