Senegal’s Civil Forum calls on the government and National Assembly to engage in institutional dialogue after the 2026 supplementary budget was rejected on 3 November. The organisation says MPs can scrutinise budget assumptions and request information before any examination, according to its 6 November statement.

The Senegalese Civil Forum recommends a budget orientation conference to bring the positions of the Executive and Legislature closer on public finances. The organisation believes this consultation framework could help build a shared vision within the deadlines set for budget preparation.

The Civil Forum recalls that a supplementary finance law allows the budget to be adjusted when its balances are disrupted or revenues deviate significantly from forecasts. It notes that Article 47 of Organic Law No. 2020-07 of 26 February 2020 governs the submission of such a bill, without requiring MPs to adopt it. According to the organisation, the National Assembly can examine budget assumptions, scrutinise government action and request the necessary information.

The recommendation comes after the 2026 supplementary budget was rejected by the National Assembly on 3 November. It also comes as consideration of the initial finance bill for 2027 has been postponed: the Finance Committee meeting scheduled for 5 November was moved to 7 November. The Civil Forum had already called on 20 September 2026 for better regulation of public finances.
