After the rejection of the 2026 supplementary finance bill, Senegalese MP Babacar Guèye cited a second reading and Article 86 of the Constitution among President Bassirou Diomaye Faye’s options. He said the mechanism could make the bill applicable without a motion of censure being passed within 24 hours, according to a statement to RFM.

Senegalese MP Babacar Guèye believes President Bassirou Diomaye Faye can still have the 2026 supplementary finance bill adopted after its rejection by the National Assembly. He cited a request for a second reading and the application of Article 86 of the Constitution during an interview on Rfm reported by Senego.

According to Babacar Guèye, Article 86 would allow the government to assume responsibility for the budget bill: the text would be considered adopted unless a motion of censure were tabled and passed within 24 hours. The MP also mentioned the use of advance decrees to fund certain compulsory state expenditure, as the initial finance bill was passed in 2025.

These options have been put forward after the rejection of the 2026 supplementary budget, which was already followed by Matar Diène’s reminder of the constitutional mechanisms. The possibility of dissolving the National Assembly was also raised on 3 November by Madiambal Diagne, according to Senego.
