Chad’s local authorities to receive more than CFA 56 billion in 2027

The Chadian government plans more than CFA 56 billion for autonomous local authorities in 2027, compared with CFA 47 billion in 2026. The budget also provides more than CFA 18 billion in state support and nearly CFA 4 billion for sanitation, according to the official report of the Council of Ministers.

Resources allocated to Chad’s autonomous local authorities are expected to exceed CFA 56 billion in 2027, compared with CFA 47 billion in 2026 and CFA 39 billion in 2025, according to the draft finance law adopted on Thursday by the Council of Ministers. The text also provides more than CFA 18 billion in state support for local authorities for shared responsibilities, according to the official report of the Council of Ministers chaired by Head of State Mahamat Idriss Deby Itno.

Nearly CFA 4 billion is also earmarked for sanitation in the 125 elected municipalities, including CFA 2 billion for the central municipality of N’Djamena. These funds are intended to finance waste collection, sanitation operations and efforts to combat stagnant water, according to the draft budget.

The government also plans to keep the tax on livestock sales at its 2026 level in 2027 and transfer to local authorities the share of this tax previously paid to the public treasury. Provincial councils are to receive responsibility for its collection and distribution.

President Mahamat Idriss Deby Itno asked the government to begin implementing the budget at the start of 2027, in compliance with public procurement procedures. The draft finance law provides for total resources of CFA 3,065 billion and must still be submitted for parliamentary adoption.
