Togo's Finance Minister Essowè Georges Barcola warns about “Faure Dreams, Bâtissons Ensemble”, an unlicensed association offering tontines and promising administrative documents. Measures are under way to arrest its leaders, according to a ministry statement published on 6 November 2026.

Togo's Minister of Finance and Budget, Essowè Georges Barcola, is warning the public about the activities of the association “Faure Dreams, Bâtissons Ensemble”, which notably offers tontines from 100 CFA francs a day and promises to facilitate the obtaining of administrative documents. He did so in a statement published on Friday 6 November 2026, according to Togotopnews.

The Ministry of Finance and Budget says the association is neither licensed nor recognised as a microfinance institution and is not mandated by any public service or by the Presidency of the Council, according to the statement. Its organisers notably offer free booklets and the obtaining of national identity cards, passports, certificates of nationality and supplementary judgments. Measures are under way to arrest those responsible, Essowè Georges Barcola said.
