Togo to merge CRT and INAM under INSS

The Togolese government adopted a bill on 6 November 2026 creating the National Social Security Institute (INSS), which will bring together the Togo Pension Fund (CRT) and the National Health Insurance Institute (INAM). The reform aims to create a single window for pensions and health insurance for public-sector employees and their dependants, according to the Council of Ministers.

The Togolese Council of Ministers adopted on Friday 6 November 2026 a bill creating a single window for managing pensions and health insurance for public-sector employees. The reform will bring together the benefits provided by the Togo Pension Fund (CRT) and the National Health Insurance Institute (INAM) within the National Social Security Institute (INSS), according to the statement from the Council of Ministers chaired by Faure Essozimna Gnassingbé, president of the Council.

The new body will manage pension and health insurance schemes for serving civilian and military public-sector employees, retirees and their dependants. The government aims thereby to reduce duplication of structures and management costs, as well as disparities in the quality of benefits. Pooling the resources of the two bodies should also make procedures easier for beneficiaries and improve their access to social services.
