Senegalese Economy Minister Cheikh Diba has earmarked 480 billion CFA francs to settle arrears owed to the private sector in the 2027 draft budget. Revenue is projected at 5,653.9 billion CFA francs against expenditure of 7,005.6 billion, leaving a deficit of 1,351.7 billion CFA francs, according to Senego.

Senegal’s Minister of Economy, Finance and Planning, Cheikh Diba, announced on Saturday an allocation of 480 billion CFA francs to settle arrears owed to the private sector under the 2027 draft initial Finance Bill, presented to the National Assembly’s Finance and Budgetary Control Committee. According to the minister, these payments are intended to support companies’ cash flow, preserve jobs and revive private investment.

State payments to the private sector between 2025 and 2027 will total 1,280 billion CFA francs, Cheikh Diba said. The government also plans to restructure several public companies, including SONACOS, SODEFITEX, SAED, SODAGRI and Air Sénégal, with a 22 billion CFA franc recovery fund.

General budget revenue is projected at 5,653.9 billion CFA francs in 2027, against expenditure of 7,005.6 billion CFA francs, resulting in an expected deficit of 1,351.7 billion CFA francs, equivalent to 4.7% of GDP. Domestic revenue excluding hydrocarbons is expected to increase by 5.8%, while the new General Tax Code and new Customs Code are due to enter into force in 2027, according to Cheikh Diba.

The presentation of the draft budget follows several parliamentary stages devoted to Senegal’s public finances. The Senegalese supplementary budget returns to committee on 27 October, then Cheikh Diba deplored the lack of debate on Senegal’s supplementary budget on 3 November.
