Osvaldo Franque Buela advocates peaceful path for Cabinda

Osvaldo Franque Buela calls on Cabinda's elites to favour a political, non-partisan and peaceful strategy to defend the territory's aspirations. He says armed struggle and divisions within FLEC have weakened the cause, according to Folha 8.
Osvaldo Franque Buela calls on the elites of Cabinda, an Angolan territory rich in hydrocarbons, to abandon armed struggle in favour of a peaceful and civic strategy to defend local political aspirations. In an article published by Jornal F8, he says divisions within FLEC, the territory's independence movement, and the persistence of clashes have weakened Cabinda's ability to make its demands heard on the international stage.
The author considers that clandestine actions and armed confrontations have enabled the Angolan government to justify maintaining thousands of soldiers in the territory in the name of combating terrorism and protecting oil facilities. He also believes that this strategy has closed doors with Western diplomatic missions and African institutions, which oppose changes to borders inherited from colonial rule by force.
Osvaldo Franque Buela now advocates making international law the main instrument for pursuing the cause. He proposes a non-partisan, citizen-led alternative, while recognising the historic role played by the Front for the Liberation of the Enclave of Cabinda (FLEC) in the territory's political resistance.
This position follows the appeal launched by Osvaldo Franque Buela on 10 October 2026 in favour of a political strategy for Cabinda's independence.
