James Swan, head of MONUSCO, has arrived in Goma to meet leaders of the Front for the Refoundation of the Nation (FRN), led by Joseph Kabila. According to MONUSCO and Le Potentiel, talks include civilian protection, humanitarian access and ceasefire monitoring, following contacts with the AFC-M23.

The UN mission said James Swan’s visit forms part of his regular consultations in the provinces of eastern DR Congo, where the security situation is worrying, Le Potentiel reports. In Goma, he is continuing talks with the FRN as part of contacts already established with the AFC-M23.

Two ceasefire verification missions have already been carried out under the MCVE+: in Minembwe on 24 and 25 August 2026, then in Masisi territory from 10 to 12 September. The ICGLR secretariat said these operations were part of commitments made by the Congolese government and the AFC-M23 in the Doha Declaration of Principles of 19 July 2025 and the Framework Agreement of 15 November 2025.
