The government of the Democratic Republic of the Congo groups the Rwandan Defence Forces, the AFC and the M23 under the name “relooked RDF/AFC/M23”, presented as a single external force. Defence Minister Guy Kabombo Muadiamvita outlined this view at the 23 October Council of Ministers meeting, Beto reports.

The government of the Democratic Republic of the Congo has presented the Rwandan forces, the AFC and the M23 as an external force engaged in offensives in the east of the country. Defence Minister Guy Kabombo Muadiamvita gave this account to the Council of Ministers on 23 October, according to the meeting report published by Beto.

The report refers to this group as the “relooked RDF/AFC/M23” and says it would be led by the “honorary president”, a reference to former Congolese president Joseph Kabila. The Council of Ministers took note of the presentation of the operational and security situation in the provinces of North Kivu, South Kivu and Ituri.

This description follows statements by the government spokesperson, who accused Joseph Kabila on 12 October of having come to “make the war against the people official”. On 15 October, President Félix Tshisekedi also issued new instructions to the Congolese army.
