Of $4.45 billion in external financing mobilised for 55 projects since 5 September 2021, Guinea has disbursed only $1.055 billion, or about 23.7%. During examination of the revenue section of the 2026 revised finance bill, MPs noted that 19 projects had received no disbursements, according to Guinee360.

Guinea has disbursed only $1.055 billion of the $4.45 billion mobilised from its technical and financial partners since 5 September 2021, a rate of 23.7%. MPs made this finding while examining the revenue section of the 2026 revised finance bill, according to Guinee360.

Of the 55 funded projects, 30 have a disbursement rate of less than 10% and 19 have yet to receive any disbursement. More than $3.39 billion remains to be released, which could delay the delivery of infrastructure and public services. Unused funds may also incur commitment fees provided for under some loan agreements. MPs are demanding accountability and a timetable for the implementation of the financing obtained, according to Guinee360.

The finding comes after the revision of Guinea’s 2026 budget, announced on 24 October, and as the IMF prepares a 41-month financing programme worth $425 million, announced on 26 October.
