IMF prepares 41-month, 425-million-dollar Guinea programme

Guinea’s Economy, Finance and Budget Minister, Mariama Ciré Sylla, announces a staff-level agreement with the IMF for a 41-month economic and financial programme backed by around 425 million dollars. The programme is intended to support the economic transformation linked to Simandou 2040 and the country’s diversification, the minister said while presenting the draft 2026 supplementary finance bill.

Guinea has reached a staff-level agreement with the International Monetary Fund (IMF) for a 41-month economic and financial programme, backed by an extended credit facility of around 425 million dollars. Economy, Finance and Budget Minister Mariama Ciré Sylla announced it while presenting the draft 2026 supplementary finance bill, according to Visionguinee.

Mariama Ciré Sylla presented the future programme as an instrument intended to support reforms and anchor Guinea’s economic policy. She also called for the Simandou 2040 programme, dedicated to mining development and related infrastructure, to be used to diversify the economy in rail, logistics, agriculture, industry, energy and local processing.

The minister stressed that the benefits of Simandou 2040 should be distributed across all the country’s regions, beyond areas close to production sites. The programme should in particular be assessed against the jobs created, the development of Guinean businesses and the infrastructure completed, she said, according to Visionguinee.

The announcement comes after UK Export Finance signed 2 billion dollars in financing for Guinean projects on 20 October, followed by London’s announcements of 3 billion dollars for Simandou 2040 on 23 October. It also follows the revision of the 2026 Guinean budget, announced on 24 October.
