Guinea’s Minister of Economy, Finance and Budget, Mariama Ciré Sylla, presented the draft 2026 supplementary finance bill to the National Assembly on Saturday 24 October 2026. By 15 October, revenue collected had reached 44,225 billion Guinean francs, or 85% of the initial forecast, while expenditure commitments stood at 29,982 billion Guinean francs, Guinéenews reports.
The government wants to keep the price of petroleum products at 12,000 Guinean francs per litre. It has earmarked 5,489 billion Guinean francs to fund the subsidy, equivalent to about 10% of the tax revenue expected in the revised budget. Revenue losses resulting from the measures introduced for fuel are estimated at 4,576.7 billion Guinean francs, according to Mariama Ciré Sylla.
The revision also plans to redirect some investment linked to the Simandou 2040 programme, while preserving social priorities and keeping the deficit under control. It comes days after the launch of the 2026-2030 financial reform programme, announced on 21 October, and forms part of the strategy presenting Simandou 2040 as a driver of Guinea’s economy, unveiled on 1 October.
