Guinea’s Minister of Economy, Finance and Budget, Mariama Ciré Sylla, has presented the priorities of the PREFIP 2026–2030 public finance reform programme. The plan aims in particular to increase domestic revenues, improve the quality of spending and measure the results of reforms, according to Guinee360.
Guinea’s Minister of Economy, Finance and Budget, Mariama Ciré Sylla, presented the Public Finance Reform Programme (PREFIP) 2026–2030 in Conakry on Wednesday 21 October. The plan aims, among other things, to increase domestic resources, improve the quality of public spending and monitor the results of public policy, according to Guinee360.
Measures under consideration include broadening the tax base, reducing revenue losses, rationalising exemptions and making better use of mineral resources and public assets. The minister also called for more credible budget planning, better investment preparation and rigorous execution of spending.
“Our challenge is not only to launch reforms. It is to complete them, roll them out more widely and, above all, measure their results,” Mariama Ciré Sylla said at the launch of the programme’s validation workshop. She advocated more equitable and effective revenue collection, as well as assessing public-sector performance by its impact on citizens’ living conditions.
The launch of PREFIP follows several funding and reform announcements in Guinea. The World Bank approved more than $3 billion in investments on 4 October, while the minister had advocated for the financing of African SMEs in two speeches on 14 and 15 October.
