Former Lesotho Prime Minister Moeketsi Majoro says former minister Temeki Tšolo signed an agreement with German businessman Robert Frazer without government authorisation. The solar contract exposed the country to a £50 million legal claim, according to Lesotho Times.

Former Lesotho Prime Minister Moeketsi Majoro told the High Court that former Minister in the Prime Minister’s Office Temeki Tšolo had signed a memorandum of understanding with German businessman Robert Frazer without the government’s approval. According to his testimony, the agreement on the Frazer Solar project may have breached public financial procedures and exposed Lesotho to a claim for £50 million in compensation, equivalent to about 856 million maloti.

Moeketsi Majoro gave evidence as Temeki Tšolo’s criminal trial resumed before Judge ‘Mafelile Ralebese. The Court of Appeal had ordered the case to be returned to the High Court for a fresh hearing, after overturning an August 2025 decision that had permanently stayed the proceedings. The Crown’s first witness, ‘Masentle Ntobaki, a former secretary in the Prime Minister’s Office, had described frequent contacts between Robert Frazer and Temeki Tšolo between September 2017 and May 2018.

‘Masentle Ntobaki said Temeki Tšolo had asked her to have the memorandum of understanding registered and numbered at the Cabinet Secretariat before it was presented to the government on 12 June 2018, according to Lesotho Times.
