Five Lesotho Correctional Service promotions challenged in court

A new court application in Lesotho challenges the promotion of five Correctional Service officers to senior superintendent. Assistant Superintendent Moji Zakea says the 2024 promotion guidelines were not followed, particularly on preliminary interviews and candidate selection, the Sunday Express reports.
Moji Zakea, an assistant superintendent in Lesotho’s Correctional Service, has gone to court to challenge the promotion of five officers to the rank of senior superintendent. He is seeking the annulment of decisions made in January 2026, which he says contravened the Lesotho Correctional Service’s 2024 promotion guidelines, the Sunday Express reports.
The promotions under challenge concern Samson Rasehloho, Rethabile Molale, Paki Morakali, Lelingoana Nkofu and Mamatheola Lehohla. Moji Zakea alleges that no preliminary interviews were held and that candidates were shortlisted by the office of acting Chief of Corrections Matingoe Phamotse, rather than by human resources. He also challenges Samson Rasehloho’s qualifications, including his university degree or equivalent and experience handling disciplinary cases, according to the Sunday Express.
The application names Matingoe Phamotse and Richard Ramoeletsi, Lesotho’s Minister of Law and Justice. A separate case challenging earlier Correctional Service promotions is still pending before the High Court after being launched in August, the Sunday Express reports.
