The National Coalition for Education for All in the Democratic Republic of the Congo (CONEPT RDC) called on Thursday 29 October in Kinshasa for citizen monitoring to be included in the planning and evaluation of education policies. At a workshop bringing together public and non-state actors, it presented reports on the Education Partnership Compact and the operational action plans of the Tanganyika 1 and Kwilu 1 educational provinces, Le Potentiel reports.
The coalition wants community observations to complement the checks carried out by the administration. Its coordinator, Jacques Tshimbalanga, explained that citizens should be able to verify on the ground whether projects are being implemented, including the actual construction of the five schools announced in a given area. CONEPT RDC therefore intends to develop a citizen-monitoring model capable of measuring the real impact of investments and reforms on the quality of education, according to Le Potentiel.
The workshop also highlighted a gap between the implementation of numerous policies and projects and their effects, which remain difficult to see in schools and communities, according to the findings presented by the coalition.
