The Finance Committee of the National People’s Assembly has proposed 26 amendments to Algeria’s 2027 Finance Bill, including a customs exemption for professional equipment belonging to Algerians returning to the country permanently. The Finance and Budget Committee of Algeria’s National People’s Assembly has proposed 26 amendments to the 2027 Finance Bill, according to its preliminary report presented on Monday, 2 November. One proposed measure would exempt professional equipment belonging to Algerians living abroad who return permanently to Algeria from import duties and taxes.
Proposed Article 169 bis would restrict the measure to people registered with an Algerian consulate who have lived abroad continuously for at least three years. They would have to provide proof of at least two years of professional activity abroad and register that activity in Algeria before customs clearance. The equipment could not be resold for five years, unless the tax benefit is repaid.
Of the 26 amendments, five concern drafting, 15 change the substance of articles and six add new articles. The proposals remain subject to examination and a vote by MPs, scheduled for 16 November. The government will also be able to give its opinion during the debates.
The committee presents the exemption as a way to facilitate the professional reintegration of Algerians returning home. The Assembly began examining the 2027 Algerian budget on 2 November, after Finance Minister Mohammed Lamine Lebbou presented the bill. The text also extends tax benefits on everyday goods.
