The Association for Community Well-being in Chad accuses a land-allocation commission of producing an irregular report in 2018 during Ngonba’s restructuring in N’Djamena. It says the procedure fuelled a land dispute that has continued for more than eight years, according to statements reported by Tchadinfos.
The Association for Community Well-being in Chad (ABEDEC-TCHAD) accuses a commission responsible for allocating plots in the Ngonba neighbourhood of producing a report in 2018 that it considers false and of distributing plots irregularly. Its national coordinator, Bahyaba Mbellet, made the accusations at a press briefing on Saturday 31 October 2026, Tchadinfos reports.
According to Bahyaba Mbellet, residents discovered the report on 25 March 2018. The document contained a list of beneficiaries and was allegedly drawn up by a commission chaired by Hassana Hamit Mahamat, former first deputy mayor of the 9th arrondissement, with Gaukam Claude as head of the Ngonba restructuring mission. The association says the resulting land dispute has lasted for more than eight years. It maintains that the allocations breached a 2008 decree governing plot-allocation commissions in urban areas.
The coordinator also questioned a mission conducted on 27 February 2017 by people presenting themselves as an allocation commission, alongside officials from the Ministry of Regional Planning and Urban Development, the central mayor’s office and the municipality of the 9th arrondissement. He says some owners contacted legal services to assert their rights but received no follow-up. The Chadian association had already denounced irregular plots in Ngonba in an article published on 1 November.
