ASER-AEE Power case: Pape Modou Cissé challenges Spanish dismissal

Pape Modou Cissé, a member of Thierno Alassane Sall’s party, disputes Jean-Michel Sène’s interpretation of a provisional dismissal issued in Spain in the ASER-AEE Power case. He says the decision does not definitively settle the substance of the case and is seeking clarification about the proceedings, Seneweb reports.

Pape Modou Cissé, a member of Thierno Alassane Sall’s RV party, disputes the interpretation by Jean-Michel Sène, former director-general of the Senegalese Rural Electrification Agency (ASER), of a decision by the Spanish justice system in the case involving AEE Power. In an opinion piece reported by Seneweb, he says the dismissal is provisional and does not constitute recognition that the financial operations were proper.

The RV party member points out that the “sobreseimiento provisional” does not definitively rule on the substance of the case and allows proceedings to resume if new evidence emerges. In particular, he is seeking explanations about the use of the €56 million advance, equivalent to nearly 37 billion CFA francs, paid to AEE Power, as well as any transfers to other banks, the questioning of company executives and the financial documentation.

Pape Modou Cissé also questions the argument that guarantees from the Société nationale d’assurance et de crédit (SONAC) would enable the Senegalese state to recover the funds committed. According to him, a guarantee ensures repayment but cannot by itself establish that the disbursements were proper or rule out the possibility of embezzlement. He also calls on the Financial Judicial Division (PJF), which is responsible for financial investigations in Senegal, to continue its inquiries.
