The Angolan government plans to centralise investors’ concession applications at the Ministry of Tourism to simplify procedures and make awards more transparent. About $700 million in public tourism infrastructure has already been approved, and the first concessions are expected by year-end, according to Mercado.

Angola plans to launch its first tourism concessions by the end of 2026 and will centralise investors’ applications at the Ministry of Tourism. State Secretary for Tourism Asset and Concession Management Josemar Afonso announced the measures on Tuesday at the Lusophone Africa Investment Forum in Cape Verde, Mercado reports.

The state has already approved nearly $700 million in public tourism-related infrastructure. The government intends to reduce administrative procedures and ensure transparency in the award of concessions by publishing opportunities, proposals received and assessment criteria.

Investors will first have to express their interest. The ministry will assess their technical competence and financial capacity; proposals deemed acceptable will then move to a negotiation phase with the relevant public bodies, including AIPEX, the Angolan Agency for the Promotion of Private Investment and Exports. The government presents tourism as a lever for economic diversification, while the sector generated $667 million in 2025, according to an assessment published on 17 October.
