UN Security Council Resolution 2797 shifted autonomy under Moroccan sovereignty from a solution that “could constitute” a basis to the “sole basis” for negotiations. The change occurred within a year, according to TelQuel, which traces the steps before the 31 October 2025 vote.

The UN Security Council now presents autonomy under Moroccan sovereignty as the solution to the conflict in the Sahara and as the sole basis for negotiations, TelQuel reports. Resolution 2797, adopted on 31 October 2025, stated that this option “could constitute” a solution; the text put to the vote on Friday says it “is” the solution.
