Morocco’s civil service is expected to lose 70,266 state civil servants to retirement between 2026 and 2030, according to the human resources report accompanying the draft 2027 finance bill, published by the Ministry of Economy, Finance and Public Performance. National Education and Preschool are the departments most affected, with 28,012 retirements expected, or nearly 40% of the total.
The Interior Department is expected to record 15,945 retirements, ahead of Health (5,645), Higher Education (4,793), Economy and Finance (2,792) and Justice (2,307). Retirements accounted for more than 81% of the budgeted posts abolished in the various departments between 2016 and 2026, the report says.
During that period, National Education accounted for 121,048 abolished posts, or 61.9% of the total. Health accounted for 23,492 and the Interior Department for 13,855. Posts held by managers ranked at grade 10 or above represented 81.9% of the abolished posts, compared with 9.5% for operational staff and 8.6% for supervisory staff.
The announced retirements and abolished posts alone do not make it possible to measure the net change in staff numbers, which also depends on recruitment. These forecasts appear in the Moroccan budget for 2027, presented on 23 October.
