Three Kenyan human rights organisations and three victims of political violence have taken legal action against Interior Minister Kipchumba Murkomen, National Intelligence Service (NIS) Director-General Noordin Haji and Inspector-General of Police Douglas Kanja. They accuse them of failing to prevent violence organised ahead of the 2027 general election, according to a statement obtained by Kenyans.co.ke.
The Kenya Human Rights Commission (KHRC), Katiba Institute and the Independent Medico-Legal Unit filed their petition on Wednesday 28 October. The petitioners accuse the security agencies of failing to protect political meetings, citizens’ forums, religious gatherings and other public events despite repeated warnings, and of failing to investigate attacks adequately or prosecute their alleged organisers, recruiters and financiers.
The court documents cite incidents reported since the beginning of 2025 in Nairobi, Kisumu, Meru, Kisii, Homa Bay, Gilgil, Kitengela and Ol Kalou. They notably mention the 6 July 2025 attack on the KHRC offices in Nairobi, where armed men interrupted a press conference about victims of extrajudicial killings and enforced disappearances.
