Tanzanian MP Lutengano Mwalwiba opposes transferring local council responsibilities to ministries, saying this reduces their ability to provide services. In Parliament on 4 November 2026, he also called for funding and allocation to be reviewed, saying they were insufficient for projects and expenses, Mwananchi reports.
Tanzanian MP Lutengano Mwalwiba, elected for the Busokelo constituency, opposed the transfer of powers from municipal councils to central administrations on Wednesday 4 November. He told the National Assembly that the gradual removal of the roads, water, land and agricultural extension sectors was weakening councils’ ability to oversee services for residents, Mwananchi reported.
Mwalwiba notably cited audit problems relating to land since officials were transferred from councils to the Ministry of Lands. He said the change had blurred administrative responsibilities. He asked the President’s Office – Regional Administration and Local Government, Tamisemi, to review contribution rates and the allocation of funds for development and recurrent expenditure with the councils.
The MP also called for a support mechanism for councils with low revenues but mounting debts. He said a lack of resources was preventing some officials from completing their projects and paying suppliers and public employees.
