Senegalese Prime Minister Ahmadou Alhaminou Mohamed Lô says only 173 billion CFA francs from the Economic and Social Recovery Programme had been mobilised by the end of September, leading to 295 billion in postponed spending. He asked MPs to take these revenues into account when examining the supplementary budget, according to Exclusif.net.
Senegal postponed 295 billion CFA francs in spending after mobilising only 173 billion CFA francs expected from the Economic and Social Recovery Programme (PRES), Prime Minister Ahmadou Alhaminou Mohamed Lô said at a press conference reported by Exclusif.net. He said some investment appropriations had been approved subject to the PRES results and rejected the idea that his government had abandoned projects.
In the first half of 2026, the PRES raised 140.7 billion CFA francs, against a target of 221.1 billion, a shortfall of 80.4 billion. Taxation of gambling alone represented a shortfall of 61.5 billion CFA francs compared with forecasts, according to data presented by the head of government.
The press conference came after the Senegalese committee rejected the 2026 supplementary budget on 25 October. It followed the Senegalese government’s defence of its budget choices, published on 24 October.
