Senegalese Prime Minister Ahmadou Al Aminou Mohamed Lô says the 2026 supplementary budget decisions reflect a 340 billion CFA franc shortfall in expected revenue and 540 billion in additional spending. He cited energy subsidies and defence and security needs at a press conference, reports APS.
Senegal expects public revenue to fall by 340 billion CFA francs and spending to rise by 540 billion under the 2026 supplementary budget bill, Prime Minister Ahmadou Al Aminou Mohamed Lô said on Sunday at a press conference, reports APS.
The government justifies these budget choices by the increase in energy subsidies and defence and security spending. The bill also provides for a 555 billion CFA franc cut in payment appropriations for investment, while the corresponding commitment authorisations are maintained. Investment spending financed from external resources would fall by 239 billion, including 143 billion linked to disbursements suspended as part of operations with international partners.
Ahmadou Al Aminou Mohamed Lô explained that projects whose studies are incomplete or whose funding is unavailable cannot receive immediate disbursements. He said commitments backed by secured funding had been protected and that more than 110 billion CFA francs had been mobilised. The National Assembly’s Finance and Budgetary Oversight Committee rejected the bill, which the Prime Minister subsequently defended at a press conference on the supplementary budget.
