Oumar Youm, an Alliance for the Republic (APR) leader and mayor of Thiadiaye, criticises the majority after the 2026 supplementary finance bill was rejected in committee. In an interview with Dakaractu, the former minister questions the reliability of budget forecasts and says the Economic and Social Recovery Plan lacks credibility, according to Dakaractu.
Oumar Youm, a leader of the Alliance for the Republic (APR) and mayor of Thiadiaye, says the Senegalese parliamentary majority’s rejection of the 2026 supplementary finance bill is incoherent. The former minister says the decision exposes the contradictions of a majority facing the consequences of budget choices it had previously defended, Dakaractu reports.
According to Oumar Youm, the supplementary bill provides for a 340 billion CFA franc fall in budget revenue and a decline of 451 billion, or 60%, in revenue expected from the Economic and Social Recovery Plan (PRES). He also cites a deficit rising to 7.6% of gross domestic product and a 555 billion CFA franc reduction in public investment. In his view, these figures confirm his criticisms of the reliability of the initial finance law’s forecasts and of the PRES’s ability to respond to the crisis through exclusively domestic financing.
His comments follow the demands made by PASTEF for supporting the supplementary budget, announced on 23 October. They also follow Takku Wallu’s objection on 23 October to 340 billion CFA francs in Senegalese budget revenue.
