General Muhoozi Kainerugaba promoted Oscar Munanura to the acting rank of major-general and appointed him head of Ugandan defence intelligence and security. The announcement was made on 27 October 2026 in Kampala by Uganda’s Ministry of Defence, while his predecessor Richard Otto was assigned to manage general staff human resources.

General Muhoozi Kainerugaba, chief of the Uganda People’s Defence Forces (UPDF), has appointed Brigadier Oscar Munanura as the army’s chief of defence intelligence and security. The decision was announced on 27 October 2026 by Colonel Chris Magezi, acting director of public information at Uganda’s Ministry of Defence.

Munanura, who was deputy chief of defence intelligence and security, has also been promoted to the acting rank of major-general. He succeeds Major-General Richard Otto, who has been assigned to manage the general staff’s human resources pending a new posting. The army praised Otto’s service as head of military intelligence.

The change came on the same day as Peter Elwelu’s demotion and the arrest of more than 20 former soldiers linked to Elwelu, two decisions concerning the Ugandan army that were also announced on 27 October.
