General Muhoozi Kainerugaba says more than 20 former soldiers linked to General Peter Elwelu have been arrested in Uganda. He also announced the replacement of the military intelligence chief, a move reported by Eagle as military authorities had yet to publicly confirm the decisions or detail the accusations.
Uganda’s Chief of Defence Forces, General Muhoozi Kainerugaba, says more than 20 former soldiers linked to General Peter Elwelu have been arrested and has called on the former military chief to surrender. He announced this in posts on X on Tuesday 27 October 2026, Eagle reports.
Muhoozi accuses the former soldiers of being associated with an alleged rebellion, without detailing the allegations against them. He says they are cooperating with the authorities. He also announced that Elwelu had been demoted to private and stripped of his ranks, warning that his life could be in danger if he did not surrender.
In the same context, Brigadier General Oscar Munanura is reported to have replaced Major General Richard Otto as head of Uganda’s military intelligence. The armed forces had made no public official announcement of this reshuffle. Munanura was appointed deputy head of intelligence and security in March 2026. Otto had held the post of intelligence chief since April 2025.
These announcements follow the demotion of Peter Elwelu to private, reported on 27 October 2026. On 20 October, President Yoweri Museveni had praised Muhoozi’s anti-corruption action in the army.
