Former Central African prime minister Martin Ziguélé has called for stronger training for public officials to support budget reforms and the digitalisation of tax services. The president of the Central African People’s Liberation Movement (MLPC) believes that the National School of Administration and Magistracy (ENAM) should play a central role in this training, according to Corbeau News Centrafrique.
Ziguélé advocates the widespread adoption of programme-based budgeting, which organises public spending around measurable results rather than accounting lines. He recommends strengthening ENAM’s teaching in public finance, auditing, budget oversight, public accounting, economic analysis and project management.
He also calls for the digitalisation of the tax administration to be accelerated. In his view, digital tools can improve tax collection, reduce errors and limit the risks of fraud or embezzlement of public revenue.
