Guinea’s Minister for the Modernisation of Administration and the Civil Service, Faya François Bourouno, presented the distribution of state employees: Education has about 49,000, Security nearly 20,000, and Health is among the largest public employers. He called for better organisation of the administration’s human resources at the presentation of work on staffing frameworks, according to Guinéenews.

Guinea’s Minister for the Modernisation of Administration and the Civil Service, Faya François Bourouno, estimates that the Education, Security and Health ministries account for 70 to 75% of civil servants. He presented this breakdown at the handover of work on staffing frameworks and job descriptions to ministerial departments, Guinéenews reports.

The Ministry of Education has about 49,000 employees paid by the public treasury, while the Security Ministry employs nearly 20,000. Bourouno cited the Ministry of the Economy, Finance and Budget, with about 1,300 employees, as another department whose staffing levels need to be assessed against its requirements.

The minister called for a shift from administrative personnel management to strategic skills management, as part of President Mamadi Doumbouya’s Simandou 2040 vision. The approach aims to bring staffing levels into line with the requirements set out in the staffing frameworks.

The presentation follows the opening on 22 October of recruitment for 4,500 health workers and the publication on 24 October of the final results of the 6,000-teacher recruitment competition.
